CLARKSVILLE, TN (CLARKSVILLE NOW) – The Montgomery County Commission approved the land donation and planned development for a Public Safety Complex in the Kirkwood area during their formal meeting on Monday night.
After the meeting, Clarksville Now learned the Public Safety Complex will be a more than 32,000-square-foot facility, which will serve as the headquarters for the Montgomery County Fire Department.

In addition, the Public Safety Complex will also be the county’s first dedicated fire station, as well as the first Montgomery County Sheriff’s Office precinct office.
Public Safety Complex needed in growing area
According to the resolution, as Montgomery County’s unincorporated area has grown, so has the need for a strategic location for law enforcement, firefighters and other public safety personnel.
This led Montgomery County to come to terms with Rossview Farms LLC, the developer behind the Marcelina mixed-use community for land within a 3-mile radius of the Kirkwood Schools Campus. Rossview Farms agreed to donate a little more than 2 acres for the Public Safety Complex, at an appraised value of over $1.6 million.
The resolution was unanimously approved Monday night.
“We appreciate the partnership and civic spirit of Rossview Farms and everyone involved,” Mayor Wes Golden said. “This significant donation helps make it possible for our county to reinforce first responder services to our growing population, businesses and schools in the Kirkwood community. Montgomery County is growing, and strong public-private partnerships like this allow us to do more for our citizens and taxpayers.”

Rossview Farms said in a statement to Clarksville Now that they are continuing to build a public-private partnership with Montgomery County as they create Marcelina. Announced in March 2022, Marcelina is a 423-acre mixed-use development planned on Rossview Road next to the Kirkwood school campus, stretching west to Killebrew Road and south to the Red River.
“We were excited at the prospect of giving back to the Montgomery County community, and we appreciate Mayor Golden and his team working with us to facilitate this donation,” said Ronnie Moore, principal with Rossview Farms.
“Public safety is a priority for everyone in our community, and Marcelina is designed to support education, families and a rich mix of experiences including retail, entertainment and civic life that build lasting connections for generations to come. We’re proud to contribute this major donation as part of our long-term commitment to Montgomery County.”

The Public Safety Complex will be located within Marcelina, which will also include residential neighborhoods, retail and commercial space, office uses, educational facilities, hospitality, entertainment, civic uses, and more than 100 acres of greenspace and trails.
Under the agreement approved by the county, Rossview Farms will also complete key site and infrastructure improvements including road construction, utilities, grading, stormwater management, paving, lighting and other work to deliver the site in “pad-ready” condition. The county will pay Rossview Farms $859,000 toward site/infrastructure improvements.
In addition, the agreement ensures the Public Safety Complex property will remain exempt from fees or assessments typically associated with the broader Marcelina development as long as the site remains owned by Montgomery County and used for civic purposes.
