CLARKSVILLE, TN (CLARKSVILLE NOW) – Long-planned improvements to Tylertown Road have been held up by complications that made the project more expensive, paired with cuts to funding in the FY 2026-27 City of Clarksville budget.

The proposal calls for widening Tylertown Road from Trenton Road to the city limits just past Oakland Road, and Oakland will be widened from Tylertown Road to Spring Creek. The project just northeast of Exit 1 will cover about 3 miles of roadway.

The City of Clarksville said this week that with the reduction in anticipated revenues for FY 2026-27, some modifications were required to the original design, and a phased approach that will delay streetlights and sidewalks.

“Ultimately it was decided to break phase 1 of the project into two parts, with the road construction being first, and all sidewalks, streetlighting, and other key features being separated into a future phase,” said the City of Clarksville.

Early project delays, project separated into two parts

In their full statement, the City of Clarksville said earlier in the Tylertown Road construction process, the contractor, Byard Construction, noted poor soil conditions that were not reflected in the design documents. The city said this led to early overages in the amount of excavation and aggregate (rock) needed to proceed.

“This trend continued and led to significant changes in the existing contract value. Concerns grew that these conditions would continue throughout the project. Alternative repair and design methods were explored, which led to the contractor pausing work,” said the city.

“Clarksville Street Department Director David Smith began to explore how to scale the project back to fit within the funding now available under the property tax rate as adopted by the City Council ($1.01 per $100 assessed value).” That led the project to being scaled back in two separate phases.

Present phase for Tylertown Road, what’s next

The present phase will carry through to the fall of 2027. In the spring of 2027, the city will identify the funds needed for the sidewalks and streetlights that accompany that work.

“If that request goes well, we should be able to reintroduce that scope of work, and the contractor will be able to seamlessly shift into that portion of the project,” said the city. “Despite the fiscal limitations that the city is operating under for this much-needed road project, the city is committed to continuing the work.”

Resident speaks on project concerns

Wayne Hammons, who is a resident who lives in the Exit 1 area, told Clarksville Now on Wednesday his concern is that a future phase is very undefined.

“I believe that without dates attached to the project, it will never get done.  Communications with those residing in the area would have taken care of most of our concerns; however,, anytime you’re not straightforward with the public, rumors will start.”
