CLARKSVILLE, TN (CLARKSVILLE NOW) – Site plans have been submitted to the Regional Planning Commission for Autumnwood Farms Retail, a 178,000-square-foot building, convenience store and over 700 parking spaces on the south side of Tiny Town Road.

While there is no indication of what’s going into the retail space based off the site plans, at the Common Design Review Board meeting on Monday the community received confirmation that a big-box retailer will be moving into the building.

The Common Design Review Board heard a requested waiver/variance at the request of CHM Clarksville, which is a subsidiary of CHM Development.

On their website, CHM says they “deliver retail developments to communities across the Southeast.” That message is pictured with Publix locations, as well as Walmart and Kroger. CHM’s current projects include Tennessee cities like Farragut, Gallatin, Spring Hill and Cookeville.

Where is Autumnwood site on Tiny Town?

The Autumnwood site is across Tiny Town Road from the back of Old Towne Village subdivision. It is just west of the under-construction TriStar Clarksville Hospital, with a planned Autumnwood Boulevard between them. A traffic signal is proposed on Tiny Town at the new Autumnwood Boulevard.

The building comes with a total of 725 parking spaces.

A 1,600-square-foot convenience store is also planned on the site, at Autumnwood Boulevard. The store appears to have the features of a gas station, though that is not specified on the plans.

The existing zoning classification for the land is C-5 highway and arterial commercial district.

Requested waiver/variance on building setback

RPC Design Review Coordinator Brent Clemmons said CHM’s reason for the requested waiver/variance dealt with tabling standards 9.3 in the Barkers Mill Subdistrict of the Clarksville Zoning Ordinance.

“That’s 60% of the building’s facade must be at the 50-foot MBSL (minimum building setback line) with the public right-of-way,” Clemmons said. He said the applicant is also requesting approval of elevations, and he provided staff comments.

  • Barkers Mill subdistrict requires a minimum 60% of the front facade to be at the front setback line.
  • Barkers Mill subdistrict calls for 60% glazing on the first floor.
  • Dark opaque tinted glass (on ground floor) is an inappropriate material.

During the meeting, Don Kendall with the Development Management Group representing CHM Clarksville confirmed they are working with a big-box retailer on the project.

“We’re asking for our site plans to be approved as submitted today,” Kendall said. “We are dealing with a national retailer, a big-box retailer, and so we don’t have the flexibility that a small retail might have in placement of buildings and how the site works. We will be requesting the front building to be more than 400 feet from the property line.

“That allows us to put the appropriate parking out in front of the building, which is for the safety of the customers,” he said. Kendall also said they are asking to forgo the glazing requirements.

The Common Design Review Board unanimously approved the applicant’s request. Then, as part of the RPC’s consent agenda on Tuesday, the site plans were also approved by the commission.
