CLARKSVILLE, TN (CLARKSVILLE NOW) – For residents and visitors looking to park downtown, there will soon be more than 1,300 spaces available between all public parking garages, once the Cumberland Plaza Parking Garage reopens next week.

Here’s the ongoing rates for each garage, as well as the current rates for on-street parking, along with other information.

First Street, Cumberland Plaza parking garages

In November 2024, the City of Clarksville opened their 587-vehicle First Street parking garage, but as one parking garage opened, the Cumberland Plaza Parking Garage next door was shut down for maintenance, and it’s been closed ever since.

However, the closed parking garage is set to reopen the week of Oct. 20, so that area of downtown will soon hold 789 spaces for the public.

Michael Palmore, City Director of Building & Facilities Maintenance, told Clarksville Now that the pricing at the First Street parking garage will still remain the same as the Cumberland Plaza Parking Garage.

City parking garages:

  • Cost: $1.50 per hour with a $6 daily maximum.
  • Free after 5 p.m. Monday-Friday, free all-day Saturday-Sunday.
  • Free for motorists with valid handicap stickers/license plates.

At this time, yes, any valid handicap stickers/license plates are allowed to park for free in the downtown area, including the parking garages

As for on-street parking from day to day, Palmore said motorists have the first two hours free through the ParkMobile app.

However, the two hours of free parking are on-street only, and it’s not available in any parking garage.

According to previous reports, since the launch of two hours of free parking through ParkMobile, there has been some confusion about downtown parking and enforcement. To address this, the commission approved new stickers that will be placed on the parking meters explaining the free parking policy and enforcement hours.

  • Cost: First 2 hours free on ParkMobile app, then $1.50 per hour with a $6 daily maximum.
  • Free after 5 p.m. Monday-Friday, free all-day Saturday-Sunday.
  • Free for motorists with valid handicap stickers/license plates.

Millan Public Parking Garage

At the end of June, the Millan Public Parking Garage opened, and downtown gained another major infrastructure upgrade.

Located at 90 College St. next to F&M Bank Arena, the garage features over 500 parking spots, and the 162,000-square-foot structure also includes two elevators, pedestrian access points at the southwest and northeast corners, and entry lanes on both College Street and from a road off North First Street. The College Street entry includes a reversible lane for better traffic flow during large events, according to previous reports.

Spokesperson for Millan Enterprises Rylan Kean told Clarksville Now that similar to the other parking garages, Millan’s garage offers standard rates of $1.50 per hour with a $6 daily maximum.

“Event pricing may apply during special occasions and typically begin at $10,” Kean said. “Our focus is on providing a convenient and positive parking experience for the downtown community – especially for those visiting the F&M Bank Arena and surrounding businesses.”

Unlike the city garages, Millan Public Parking Garage’s rates apply all day every day.

  • Cost: $1.50 per hour with a $6 daily maximum, but event pricing may apply during special occasions.
  • Rates apply 24 hours a day, 7 days a week.

Franklin Street parking garage

The Franklin Street parking garage is another city garage that has been closed for repairs for months.

The City of Clarksville announced the parking garage would be closed starting May 1 for 180 days to allow them to make the needed repairs. That timeline would put the garage opening at the end of October.

“Most repair features slated for the Franklin Street parking garage pertain to work on the deck,” said a previous report. “There will be replacement of damaged wheel stops, as well as a new fire sprinkler system in the garage. Planters will be removed from the front entrance of the building to help eliminate water intrusion in the structure.”

The costs for the Franklin Street garage are the same as those for the other city garages.
