CLARKSVILLE, TN (CLARKSVILLE NOW) – The County Commission approved the Montgomery County Government’s next fiscal year budget on Monday night. While some dollars shifted around before the vote, the county’s property tax rate is set to remain at $2.10 for a third consecutive year.
Here’s Montgomery County’s financial summary for FY 2026-27, and what changes were made at Monday’s meeting.
2026 Financial Summary
The Montgomery County Financial Summary, otherwise known as the Statement of Operations, says for the FY 2027 budget, the ending fund balance for total general operations comes out to a projection of $159.1 million.
For the county’s general fund, total revenues have been projected at more than $159.7 million, while expenditures have been forecast at more than $169.5 million.
Around $20 million has also been budgeted for with capital projects, highlighted by funding for the completion of Phase I of the County Fairgrounds project and upgrades to the intersection of Highway 48/13 at Old Highway 48.
Amendments introduced on Monday
Three amendments were introduced Monday night, including Commissioner Joshua Beal proposing the removal of $75,000 that was going towards the Clarksville Arts and Heritage Council.
Shortly thereafter, Commissioner Rashidah Leverett introduced an amendment to go hand-in-hand with Beal’s that would take the $75,000 and put it toward funding for the Clarksville-Montgomery County Library System.
“I would ask this body to support the reallocation of those funds to the Montgomery County Library System for addition of a branch supervisor position,” Leverett said. “That amount of money will fund that for the North Branch.”
Leverett said since the North Branch Library opened, library usage, programming, community engagement and patron traffic have all increased significantly. “In what was once a single facility or single-person operation, is now a two-branch system that serves a larger customer base and the demand has increased,” she said.
“As a result, the operational demands placed upon (our) library director has expanded beyond what one administrator can reasonably oversee. The branch supervisor would help provide day-to-day leadership, staff oversight, program coordination and customer service management.”
The commission approved Leverett’s proposal 13-7. Beal’s amendment was approved 15-5. Commissioner Jason Knight was absent.
Another amendment from Commissioner Joe Smith motioned to remove two advanced emergency medical technician positions to fund a full-time position of emergency management operations coordinator. He said he brought the motion forward based off the request of the EMA Director, and the total fund balance being moved is more than $103,000.
The County Commission approved the amendment unanimously.
New FY 2026-27 budget approved
The County Commission approved the amended budget 19-1 with Billy Frye the lone no vote. The next fiscal year budget is set to take effect on July 1.
Budget conversations will continue this week when the Clarksville City Council meets on Thursday, June 11, where they will hold a special session meeting for the first reading of their proposed FY budget.
