CLARKSVILLE, TN (CLARKSVILLE NOW) – Dave Bilan has announced his candidacy for the Ward 12 position on Clarksville City Council in the Nov. 5 election. He’s been an area resident since 1991 and moved into Ward 12 in 2004.
Bilan is a veteran of the US Army and spent more than 36 years in government service, with 15 years in public management. His roles included being the Visual Information manager for Fort Campbell, managing photo and graphics support as well as running the installation TV channel and providing documentation for events including three presidential visits. His last two years in government service, he was made manager over the garrison Anti-Terrorism and Emergency Management functions. He has extensive experience in public affairs, budgeting, long-term planning and human resources.
Since his retirement in 2019, Bilan has been an active community volunteer. He is president of Tender Paws Clarksville, a therapy animal group. He also is a volunteer at Tennova Healthcare.
Bilan said being a council member will not be a second job and he will be an advocate for the entire community. “A large section of Ward 12 lacks sidewalks. The city/county’s comprehensive plan does not allow for any recreational facilities at any point in the future. We are the only Ward never due for a park, walking trail or recreation center.”
Bilan also said the plan shows the north end Ward 12 has had more growth than anywhere else in Montgomery County. “We have more than 1,250 homes per square mile north of Tylertown Road, but there is no mass transit to carry people through Ward 12 from Exit 1 to the mall or the industrial complex unless they take a bus downtown and back.”
If elected, Bilan also wants a discussion about how property tax increases are implemented, separating the re-assessment from increases. “Currently, the process is confusing. The City Council voted for a 17.5% increase, but you don’t see that in print. Let’s use plain talk in what we are paying.”
