CLARKSVILLE, TN (CLARKSVILLE NOW) – A resolution has gone before the Montgomery County Commission during the month of August to authorize work and execution of a storm water drainage project in the Kirkwood area.
According to the resolution and previous reports, the Montgomery County Commission established a budget for the payment and expenditure of all funds to design and complete a storm water project in the Kirkwood area, and the project has been fully funded in the amount of $5.39 million for FY 2026-27.
Originally, following the flood damage in Farmington in 2025, the County Commission started an emergency fund of $500,000 to help address the damage in the community. Now, $5 million is being invested in storm water infrastructure to continue to address the issues.
“Whereas it is necessary to authorize the work and expenditure of those funds by county officials for the following categories: project design and planning, procurement of land, contract services for pre-construction, construction and project execution, as well as project control,” said the resolution.
According to other county documents, here’s how the project will advance and what will be included with each phase:
- 1. Pre-design: feasibility phase with needs assessment, as well as scope and site evaluation.
- 2. Design: schematic design, design development, blueprints and specifications and pre-construction planning.
- 3. Procurement: this phase includes the project team acquiring labor, materials and services needed to build the design. Also included is bidding, contract award and retention of right-of-way.
- 4. Construction and monitoring: physical execution of the design with site mobilization and monitoring and control.
- 5. Post-construction: wrapping up and handing over the project with commissioning, as well as identifying and correcting any minor incomplete work or defects.
