CLARKSVILLE, TN (CLARKSVILLE NOW) – The City Council recently heard a resolution that would annex more than 20 acres in the area of Lafayette Road, Purple Heart Parkway and Garrettsburg Road.

For the proposed annexation, the 20 acres is split up by four parcels, with two separate property owners. Mosaic Church of Tennessee on Purple Heart Parkway owns two of the parcels. The other two on Layfette Road are owned by Anthony Daley, according to Regional Planning Commission Director Jeffery Tyndall.

Tyndall said at Thursday’s meeting that when he first started working at the RPC, Mosaic tried to get their two parcels annexed, but were unable to do so because the properties were not touching the city limits.

“What the Daleys have done is purchase the two properties that touch the city limits on Lafayette Road, and now that also allows the church to also annex in conjunction with them,” Tyndall said.

Of the 23.66 acres proposed for annexation, the Daleys are looking to rezone their two parcels from R-1 Single Family Residential to R-4 Multiple Family Residential. “That would support approximately 96 townhomes on those 8 1/2 acres,” Tyndall said.

Councilperson Deanna McLaughlin asked how many additional units could be placed in the annexation territory if the other two parcels looked to be rezoned. Tyndall responded that around 250 or 260 units could be placed in total. However, with the parcels being an existing, thriving church, he doesn’t believe that is likely.

In addition, the Daleys would give the church a piece of property to allow the church to have a secondary driveway from Lafayette Road.

While putting together the plan of service, Clarksville Parks and Recreation told the RPC there is a serious need for additional greenspace in Ward 2, which is comprised of 44.4 acres.
