CLARKSVILLE, Tenn. (CLARKSVILLENOW) – A Dover man racked up multiple charges after allegedly assaulting an officer and vandalizing a jail cell.
According to an arrest warrant, police officers responded to a public intoxication call April 25 around 3 a.m. at a restaurant on Fort Campbell Blvd. The officer said the suspect, 28-year-old Richard Riggins, was staggering beside the roadway. Multiple callers said Riggins was yelling about being stabbed, but he only had a cut on his hand.
Police said the man was extremely agitated and tried to run away from police. As they tried to detain him, he kicked an officer in the groin and spat on three other officers. He was charged with public intoxication and three counts of aggravated assault.
A second warrant says that after being booked into the Montgomery County Jail, Riggins reportedly got naked in his jail cell, stood on a bench, and waved his genitals around at a jail deputy in what was described as a sexual manner. He then threatened to pop a sprinkler head in the jail cell, which he did as the deputy walked away.
The arrest warrant says the sprinkler system went off and flooded the suspect’s cell, causing water to spill into the hallway.
Riggins received two additional charges for vandalism and indecent exposure. His bond was set at $30,500.
