HOPKINSVILLE, Ky. (CLARKSVILLENOW) – The man wanted for shooting and killing a Hopkinsville police officer has been shot and killed by authorities in Clarksville.
Officers responded to the initial shooting call Thursday at 5:10 p.m. on Paulette Court in Hopkinsville.
Christian County EMA identified the suspect as 34-year-old James Decoursey of Hopkinsville and a manhunt for the suspect followed.
Investigators said Decoursey was pretending to be a police officer when he pulled over 38-year-old Phillip Meacham, who was off duty and driving his personal vehicle. Shortly afterwards, Meacham was shot and killed.
The suspect fled on foot and stole a 1997 white Chevrolet pick-up truck, license plate number 2070GH.

According to the Tennessee Bureau of Investigation (TBI), law enforcement officers from several agencies, including the Clarksville Police Department, the Montgomery County Sheriff’s Office, and the United States Marshals Service met in the area and located the stolen vehicle in the parking lot of a restaurant on Wilma Rudolph Boulevard, near Exit 4 off of I-24 around midnight.
At approximately the same time, a call came in to authorities from a hotel across the street, reporting that a man matching Decoursey’s description was there asking for a cigarette. The law enforcement officers headed in the direction of the hotel, when two deputies from Montgomery County and one U.S. marshal encountered Decoursey walking across Wilma Rudolph Boulevard, back toward the restaurant. Decoursey appears to have ignored repeated commands and the situation escalated, resulting in the law enforcement officers firing upon Decoursey, killing him. No law enforcement officers sustained injury in the incident.

TBI is on the scene as of Friday morning. A portion of Wilma Rudolph Blvd. was closed while police processed the scene but has been reopened.
Officer Meacham had been with the department since May 2017, according to WKRN News 2. He was a sheriff’s deputy for 12-13 years before joining the Hopkinsville force.
Meacham was also married and had a young child. A donation fund has been set up through Planters Bank in Hopkinsville for his family.
