CLARKSVILLE, Tenn. (CLARKSVILLENOW) – An adult and a juvenile both, Memphis residents, have been charged with shooting and killing a 22-year-old man Sunday evening.

On October 27, 2019, at approximately 10:10 p.m., Clarksville Police responded to a report of shots fired in the area of 16 Hand Village Avenue. There were spent shell casings located in the parking lot by Austin Peay University Police.

Before police arrived, the victim, Serdarin Brown, 22, had already been transported by car to Tennova Medical Center. He was pronounced dead at Tennova.

During the course of the investigation, it was determined the victim was involved in a drug transaction to sell a small amount of marijuana to someone at Hand Village Avenue, according to a news release from Jim Knoll, spokesman for Clarksville Police Department.

A witness stated as they arrived at the location, two people approached their car for the drug deal.

One of the subjects, a 17-year-old juvenile, approached the driver’s door, pulled out a handgun, and demanded the victim’s things. The other man identified as Joshua Watkins opened the passenger door and started rummaging through the car.

At some point, the victim was shot.

Once Joshua Watkins and the juvenile had been pinpointed as suspects, they were both located at the apartments on Nolen Rd and arrested without incident.

The juvenile and Watkins were both in Clarksville visiting friends.

Joshua Watkins was identified as being responsible for setting up the drug deal.

Watkins has been booked into the Montgomery County Jail and charged with criminal homicide and is being held without bond. The juvenile was also charged with criminal homicide and transported to a juvenile detention facility.
