CLARKSVILLE, TN (CLARKSVILLE NOW) – Montgomery County Chief Engineer Nick Powell this month gave the County Commission a quarterly construction update report for capital projects, including on Stokes Field, Fredonia Park and the Lafayette Road widening.
These updates include project budgets, contract completion dates, as well as the percentage of construction complete up to this point in the year. Here are updates on six Montgomery County capital projects.
Stokes Field renovation

For the Stokes Field athletic park renovation, the contract completion date is scheduled for Aug. 29. Currently, 85% of the construction has been completed, according to county documents.
Stokes Field is behind the Tradewinds North Shopping Center, off Fort Campbell Boulevard. The project included the demolition of the existing park and construction of new baseball and softball fields, a new multi-purpose field, new parking lots, upgraded utilities, a concession stand, restrooms, a maintenance building, and a community room.

The budget for the project came out to $10.8 million, which accounted for design and construction. The current contract amount for the project is more than $750,000 for two rounds of design, plus and more than $9 million for construction.
Moore Design Services and Lyle Cook Martin Architects are the architects and designers for the project. The general contractor is Rock City Construction.
Fredonia Park construction

Fredonia Park construction also has a listed completion date of August 2025. This project off Highway 12 at 4650 Old Ashland City Road South will include a quarter-mile of paved walking trail, six pickleball courts, a basketball court, a pavilion, a storybook trail and restrooms.
Around 75% of the construction has been completed for the project, which had a budget of more than $1.4 million with $280,000 coming from grant funding.
The contract amount has a little more than $1.3 million going toward construction, while around $11,600 went toward design. Under capital project comments, the report says that pickleball court concrete has been completed with surfacing and painting next.
In addition, the fencing installation has been completed around the courts, and the light pole bases have been completed with the poles themselves scheduled for delivery in mid-August. Sod is also scheduled for August, as well as final asphalt paving, according to county documents.
MCG Engineering is the listed architect/designer for the project, while B.R. Miller and Company is the general contractor.
Rossview Road widening
While the timetable is to be determined, the Rossview Road widening project is in the right-of-way acquisition phase. Utility relocation design is also taking place for the project.
The plan is to widen 3.12 miles along Rossview Road from east of International Boulevard to east of Kirkwood Road, just past the entrance to the Kirkwood schools campus. The road will be widented to mostly a five-lane curb-and-gutter section with 12 foot lanes, a 10-foot multi-use path on the south side, and a 5-foot sidewalk on the north side.

The budget for the widening project comes out to $3 million going toward environment and design, while $12 million goes toward right-of-way. The documents noted that additional funds will still be needed for the project.
Currently, 64% of right-of-way has been acquired, while 94% of right-of-way has been negotiated. 10% of the utility phase has been completed.
HDR Engineering is set to serve as the architect/designer on the project, while the general contractor has not been named yet.
Lafayette Road widening

Another road widening capital project listed is for Lafayette Road, which has a scheduled contract completion date of Sept. 30. The widening is for about 1,450 feet of Lafayette Road northwest of the Clarksville city limits, to match the four-lane section planned for the Fort Campbell side of Lafayette Road.
The budget for the project is listed to be more than $4.4 million, but 80% of funding comes from the Tennessee Department of Transportation with a 20% local match. 70% of construction has been completed.
Additional paving operations will be completed in phases to complete the remaining segments of the roadway widening, according to project comments.
Sessions Paving Company is the general contractor for the project, and Gresham, Smith & Partners is the listed architect/ designer.
Library Branch construction

The new North Branch Library, alongside the new Animal Control facility, are set to host a grand opening celebration next month in mid-September at their site at 435 Jordan Road. 95% of construction for the new library has been completed with the contract completion date set for Aug. 17.
The budget for the project accounts for more than $13.8 million going toward the second design plus construction. Meanwhile, around $940,000 was budgeted for the first design. The current contract amount comes out to the following, however:
- Design: $1.3 million
- Construction: $12 million
- Utilities/Data/Other: $800,000
Furniture for the library was set to be delivered on Aug. 11, and staff will move into the facility and become operational toward the end of August, said project comments.
HBM Architects are the designers for the project, and Codell Construction is the general contractor.
Animal Control construction

The new animal control facility next door to the library branch at 435 Jordan Road also has 95% of its construction complete, with a contract completion date of Aug. 17.
The budget for the project consists of $750,000 toward design and more than $16 million toward construction of the MCACC facility. As for the current contract amount, $15 million has gone toward construction, $900,000 toward utilities and other funding, then more than $780,000 went toward the design.
Final completion of the project will be at the end of August and staff will move in to become operational by Sept. 13.
Shelter Planners of America served as the architect /designer for the project, and Codell Construction was the general contractor.
