CLARKSVILLE, TN (CLARKSVILLE NOW) – More than 14 acres off Trenton Road is proposed for rezoning in an effort to transition an old, rundown trailer park into a new mixed-use development.

The rezone from R-1 Single-Family Residential District to R-4 and C-5 north of Fairview Lane has passed first reading and will be revisited by the Clarksville City Council this week and next.

Clarksville lawyer Larry Rocconi expanded on the applicant’s plans at last month’s City Council regular session meeting. “Everybody knows Trenton Road, and I’m sure everybody has looked to the right (going north). There’s a trailer park with trailers in various states of dilapidation; they’re just rotting,” Rocconi said. “So, Mr. (Todd) Morris has identified this as a place where he can build a strip center. We believe Trenton Road is perfectly suitable for that.”

Rocconi said that they have identified two or three additional tracts of land in the rear of the property that the developers also plan to utilize. “It was not being used, it was generating nothing to the tax base to the city or the county,” he said. “Then we looked, and it actually extends to R-4, which is coming from the other side. We’ll extend the R-4, and we’ll have some multi-family behind the C-5.”

Councilperson Joe Shakeenab asked Rocconi how many apartment units they’re anticipating in the R-4. Rocconi said that they are estimating a maximum of 123 units.

Water runoff to be self-contained

Billy Lange, who lives on a nearby street, spoke at the council’s regular session about possible flooding in the area. Lange said that while he’s not against the development, he has concerns for the people that live directly next to the site.

Rocconi explained that they have fully contained all of their runoff and have plenty of room to do so. “We’re not dumping on anyone, we’re not increasing anything, we’re fully self-containing all of our own water,” Rocconi said.

Previous vote, what’s next

The City Council approved the first reading 10-3 with the no votes being Councilperson Carlos Peters, Travis Holleman and Joe Shakeenab.

The council will pick up where they left off at their executive session meeting on Thursday at 4:30 p.m.
