CLARKSVILLE, TN (CLARKSVILLE NOW) – The Clarksville-Montgomery County’s Regional Planning Commission rejected site plans for a Scooter’s Coffee on Fort Campbell Boulevard after the applicant didn’t comply with recommendations by Planning staff to improve traffic flow.
At their June meeting on Tuesday, the RPC opened a public hearing on the matter, but no representative from the applicant was present.

The proposed site is on Fort Campbell Boulevard across from Power Street, just east of Dover Crossing. The applicants had asked for approval to eliminate required sidewalk connections on the site, which RPC staff say could impact pedestrian connectivity and access to the nearby bus stop. The staff also encouraged the applicant to include a walk-up window in the plan, which they declined to do.
RPC staff maintained that the flow of traffic under current plans would encourage drivers from nearby neighborhoods to enter and exit Fort Campbell Boulevard unnecessarily. The plans did not include a recommended loop and sits near both a highway intersection and a merge lane.
Other matters
As part of their consent agenda, the RPC approved phase two of a Lisenbee Fields Townhomes project. The plans include 30 buildings totaling 180 units and is to be built near Dover Road and connect to Lisenbee Way.
The RPC also approved plans for a Popeyes on Kraft Street near the intersection of North Second Street.
