CLARKSVILLE, Tenn. – The Clarksville Police Department (CPD) arrested a man accused of panhandling Wednesday, Jan. 22 in the parking lot of Wal-Mart at 3050 Wilma Rudolph Blvd.
According to Officer Natalie Hall with CPD, a Wal-Mart employee flagged down an officer and said David St. Romain had been asked multiple times over the past several months to stop panhandling on the property.
St. Romain told police he is currently homeless and unemployed, but works for a lawn care service during the summer.
The officer ran the man’s name through NCIC and discovered St. Romain had an active warrant on file for driving on a revoked or suspended license. He had also served time in the Florida state prison system for two years following an aggravated assault conviction and was released in 2009.
Due to the warrant, St. Romain was arrested and booked into the Montgomery County Jail. An inventory of his belongings was conducted and officials found $417 in his possession.
Prior to being booked, St. Romain signed a Criminal Trespass form with the understanding he can shop at the Wal-Mart location but cannot solicit for money outside on the property.
