CLARKSVILLE, TN (CLARKSVILLE NOW) – The City Council narrowly approved the second reading of a rezoning that will transition more than 10 acres from R-1 single family residential to R-2A single family residential on Old Russellville Pike.

The decision comes after months of debate, in which residents in the area of Old Russellville Pike spoke out against the rezoning due to concerns about flooding worsening around them, as well as concerns about traffic.

The applicants, Tommy and Reecie Byard, have been looking to sell the property to a developer, Chris Blackwell, whom they believe is willing to take care of some of the neighbors’ concerns, according to previous reports.

With its previous zoning, 35 lots could have been developed as it was. With the rezoning now being fully approved, the applicants’ expectation is to develop around 49 lots.

RJ Corman to clean up debris near site

Mayor Joe Pitts addressed the council and those in attendance on the railroad debris found in the area. He said a constituent let the mayor know that they were able to make contact with R.J. Corman about the situation.

”They put them on notice about the debris, and they (R.J. Corman) has agreed to address it,” Pitts said. “And they confirmed they’re responsible for it.

“They will be sending a crew out to that clean up, and we should see a noticeable difference in the next few weeks,” he said.

During the first reading, the rezone was approved 7-6. The second vote was approved 7-5-1 with Councilwoman Wanda Smith changing her vote from no to abstain.
