CLARKSVILLE, TN (CLARKSVILLE NOW) – The Montgomery County Commission had one rezoning case before them for the month of October for more than 11 acres off Ross Lane from agricultural district (AG) to single-family residential district (R-1).
J&N Enterprises is the applicant for the rezoning, and the land in question is on the eastern side of the southern terminus of Ross Lane, according to county documents.
Regional Planning Commission Director Jeffrey Tyndall spoke to the commission on Monday night and he told them the requested R-1 would be an extension of the R-1 to the north, as well as some to the east and southwest.

Tyndall said the tract is in the Planned Growth Area, is currently wooded and is in the Woodlawn Dotsonville Planning Area. “The property to the east and to the northeast is Ireland Way, which was rezoned several years ago for a subdivision. Then, just this past year, the property to the north of this, on the west side, was rezoned as part as Jackson Hill.”
“Similarly to earlier this year when we discussed the property to the north, this is in the rural reserve of our Comprehensive Plan, which suggests minimal development. However, that was done at the time to reserve the corridor for 374. We have had talks with TDOT, and they have given us permission to provide a crossing, which would happen just north of this property.”
Tyndall said that the crossing would run east to west, between the Ireland Way subdivision and the Jackson Hill subdivision.

When looking at the preliminary concept of the Jackson Hill’s subdivision, Tyndall said the road to the east and to the west, which is just south of the TVA easement, will act as the connection over to Liberty Church. “This subdivision (Jackson Hill) continues to the north, and if you look at the left side of the page, you’ll see that that road comes in at Old Dover Court, and they would redo the intersection there,” Tyndall said.

At the bottom of the preliminary concept lays the 11 acres for rezoning, which will be stubbed into the planned subdivision, he said. “It would not put that subdivision over the total amount of units for a subdivision.”
Tyndall said the historical estimates would be 22 homes on this property, and RPC staff recommended approval.
Commissioner Nathan Burkholder asked about upgrades to the Old Dover Road intersection. Tyndall said the developer for Jackson Hill acquired an additional parcel and has plans to make it a four-way intersection. “When you originally approved that, it was offset by about 50 to 100 feet. So now, it makes it a true four-way intersection,” Tyndall said.
The Montgomery County Commission will meet Monday, Oct. 20, to continue the discussion over the 2026 legislative agenda, the proposed rezone, as well as other proposals for the month of October.
