CLARKSVILLE, TN (CLARKSVILLE NOW) – Millan Enterprises plans to open the Millan Public Parking Garage downtown at the end of June, according to a news release. The parking garage sits next to F&M Bank Arena at 90 College St.

“This project is a perfect example of a successful public-private partnership,” Montgomery County Mayor Wes Golden said in the release. “Thanks to a generous $14 million investment from the state and Millan’s commitment to invest, operate and maintain the facility, the garage was built with zero debt to the county.

“It will significantly expand parking capacity in the downtown core – supporting our downtown tenants, the arena, hotel and future retail and development projects set to come online in 2026. I’m excited to see the continued growth of our downtown.”

Parking garage features

The 162,000-square-f00t, five-level garage has 513 spaces with two elevators and pedestrian entries at the southwest and northeast. Some additional highlights:

  • Two vehicle entrances, on Main at College Street, and from a road off North First Street.
  • College Street entry will feature a reversible lane for mass loading and exiting during events.
  • Payment options through on-foot stations with a mobile app, license plate reader or gate credit card payment options. The app is synced with Park Mobile.
  • Prepped for 16 EV stations.

Expanding public parking downtown

“We’re honored to manage Millan Public Parking and support this key investment in downtown Clarksville,” said Rylan Kean, VP of Real Estate at Millan Enterprises, in the release. “As the area continues to grow, projects like this create new opportunities for accessibility, business and community connection. We’re proud to be part of that momentum.”

The project included a beautification effort on First and Main: Moving all overhead utilities into an underground duct bank.

Thanks to the State of Tennessee and a partnership with Millan, this garage will provide much-needed parking capacity for daily downtown business and entertainment activities. Of equal importance, this garage frees up land for more retail opportunities,” said Buck Dellinger, CEO/President of the CMC Economic Development Council.

This is the second large public parking garage to open downtown in less than a year. In November, the City of Clarksville opened its 587-vehicle First Street Parking Garage at First and Commerce.

Ribbon cutting event

A ribbon cutting event will be held Friday, June 27, at 10 a.m., on the top floor of the parking garage. Signage and Millan volunteers will be on-site to help guide attendees. Guests are encouraged to park in the garage via the North First Street entrance. The Millan Public Parking Garage will officially open to the public at 1 p.m. following the ribbon cutting.

Local leaders, business owners and community members are invited to join the celebration.
