Elizabeth (Libby) Ann Conard passed away on Monday, July 1, 2019 at her Residence in Fort Campbell, TN. She was born on February 6, 1947 in Jefferson City, TN to Ralph and Artha (Wilson) Allen in Jefferson City, TN.
