CLARKSVILLE, TN (CLARKSVILLE NOW) – The Montgomery County Commission approved a proposed rezoning Monday night to transition more than 11 acres off Dover Road, near the future Highway 374, from agricultural district (AG) to single-family residential district (R-1).

J&N Enterprises was the applicant, and the land is on the eastern side of the southern terminus of Ross Lane, according to previous reports.

Historical estimates of 22 homes

Regional Planning Commission Director Jeffrey Tyndall said at last week’s meeting the requested R-1 would be an extension of the R-1 to the north, as well as some to the east and southwest.

Tyndall said the tract is in the Planned Growth Area, is currently wooded and is in the Woodlawn Dotsonville Planning Area. He also pointed out the property to the east and to the northeast is Ireland Way, which was rezoned several years ago for a subdivision, and then just this past year the property to the north of the 11 acres, on the west side, was rezoned as part as Jackson Hill subdivision.

The 11 acres will be stubbed into the planned Jackson Hill subdivision. Tyndall said the historical estimates would be 22 homes on this property, and it would not put the subdivision over the total amount of units allowed.

‘I just don’t think it’s wise to add more houses right now’

Before the vote, Commissioner Nathan Burkholder said he still has concerns about road infrastructure in the area.

“The issues with the intersection there at Old Dover Road and 79, and the dangerous spot that we have there, I just don’t think it’s wise to add more houses right now before that intersection in the Papa Rock area is addressed. I would ask the other commissioners to please vote against this at this time.”

Commissioner David Harper said that after asking a series of questions last week relating to the site’s location and connections to other subdivisions, he doesn’t have any reason to vote against the proposal.

The commission approved the rezoning 12-4 with Commissioners Burkholder, LaTonia Brown, Joshua Beal and David Shelton voting no.

Commissioners John Gannon, Jason Knight, Jorge Padro and Jeremiah Walker were not present.

Additional background

The 11 acres previously was marked as “rural reserve” in the Clarksville-Montgomery Comprehensive Plan. That was done to reserve the corridor for Highway 374. “We have had talks with TDOT, and they have given us permission to provide a crossing, which would happen just north of this property,” Tyndall previously said.

The crossing would run east to west, between the Ireland Way subdivision and the Jackson Hill subdivision, said Tyndall.
