CLARKSVILLE, TN (CLARKSVILLE NOW) – More than 99 acres east of Exit 11 have been unanimously approved for annexation by the Clarksville City Council, at the request of the current property owners ahead of the land purchase by Ascension St. Thomas Health Care.

The applicant also had 60 acres approved for rezoning from agricultural to C-2 general commercial to match the commercial acreage on existing parcels, according to previous reports.

Before voting on the resolution, Councilperson Stacey Streetman said this step is necessary in order for Ascension St. Thomas to move on to the next phases of their project, which includes a hospital and several medical offices on the campus.

‘We wanted these hospitals to come here. This is a part of it’

Councilperson Jimmy Brown said that when first convincing AST to come to the Clarksville area, there were a lot of people speaking in favor of the development.

“But now we have people complaining about it being annexed into the city,” Brown said. “Well, the hospital wants to be inside the city limits. They get better fire protection. For fire protection, I believe the code for city fire rating is a 2. County fire rating is a 10. Their fire insurance would be through the roof.

“It’s already here at the city limits, and I just wanted to point that out that we wanted these hospitals to come here. This is a part of it,” he said.

The City Council approved the annexation 13-0. The City Council also unanimously approved the plan of service associated with the annexation.

What’s planned on the AST campus

The parcels in question sit north of Highway 76, east of Hornbuckle Road and west of Little Hope Road.

According to previous reports, retail and a restaurant will likely be part of the AST campus:

  • 226,500 square feet of full-service hospital.
  • 256,000 square feet of medical office buildings.
  • 25,200 square feet of retail plaza.
  • 25,200 square feet of high-turnover restaurant.
  • 1 EMS station.

Ascension Saint Thomas is a Nashville faith-based, nonprofit hospital system. They plan to build a 44-bed hospital in Clarksville, expandable to 132 beds. The $148.5 million investment will create approximately 250 healthcare jobs. Construction should begin in 2026, and it’s expected to open in 2028.

Also planned on the AST campus is a 40-bed rehabilitation hospital in partnership with Lifepoint Rehabilitation, a public-private partnership with Montgomery County to build a new EMS station, as well as partnerships with Tennessee Oncology and Tennessee Orthopedic Alliance, two of the state’s leading physician groups, who will provide specialized cancer, orthopedic, and surgical care.
