CLARKSVILLE, TN (CLARKSVILLE NOW) – The City Council voted once again to defer an amended ordinance to abolish the city’s Parking Commission after several at-length conversations over the last several weeks.

At last Thursday’s meeting, several council members said after speaking with downtown business leaders, they have additional concerns. Several members also objected to adding ticket enforcement duties to Clarksville Police.

During their meeting on Thursday, Aug. 6, two motions were introduced to postpone the ordinance for a second time. The sponsor of the ordinance, Councilman Joe Shakeenab, moved for the proposal to be postponed until October. Meanwhile, Councilwoman Keri Lovato moved for a postponement until March 2027.

Lovato said she would like to see the city’s new administration, as well as City Council, time to review the issue in 2027 and proceed with recommendations from the Audit Department. She also said that her motion to postpone doesn’t mean she agrees with abolishing the Parking Commission, nor placing enforcement under CPD.

The motion to postpone until March 2027 failed 5-5; however, the motion to postpone until October 2026 was successful after a 9-1 vote with Councilwoman Stacey Streetman being the lone vote against. Council members Travis Holleman, Wanda Smith and Tim Chandler were all absent from this part of the meeting.

City Council approves expansion of historic Clarksville districts

In other City Council business, they approved the first reading of an expansion of the historic Clarksville districts, while other downtown rules relaxed with the ordinance’s approval.

Jeff Tyndall, the director of the CMC Regional Planning Commission, told Clarksville Now on Friday, “We are appreciative for the council’s support in assuring our historic downtown and its resources can be protected for future generations”

Clarksville Now also received a statement from the Montgomery County Preservation Coalition thanking the City Council, as well as the RPC, for working to extend the H1, Historic Overlay for downtown Clarksville.
