CLARKSVILLE, TN (CLARKSVILLE NOW) – A past zoning case that could bring a childcare facility and other commercial opportunities to the Rossview area may return to the City Council, but this time, with a new zoning request.

The applicant, listed as Tonya Bosley, previously asked for more than 4 acres be rezoned from R-1 Single-Family Residential District to C-2 General Commercial District on a parcel fronting the north of Rossview Road. The parcel sits approximately 500 feet east of the Dunbar Cave Road and Rossview Road intersection, according to Regional Planning Commission documents.

With the previous request, several council members expressed concerns about the proposed C-2 zoning classification due to the ability to add apartments. This led to the proposal’s narrow defeat, 6-7.

Councilperson Stacey Streetman said the applicant is now interested in bringing the request back, but as a Planned Unit Development (PUD) instead.

“Should we approve this (resolution), they’re going to reapply with a PUD, which will be laid out specifically how it’s going to be built,” Streetman said at Thursday’s meeting. “It would enable them to not have apartments, unless they put that into the PUD. Then, that PUD would come back before us for approval.”

‘We plan to offer extended hours to support working families’

“Clarksville’s Exit 8 on I-24 is one of the fastest-growing areas in the city,” project developer Suresh Burle told Clarksville Now. “With Rossview schools at the center and the Ross Farm community expanding rapidly, the demand for quality childcare is clear. Our proposed daycare, located directly in front of the school system, will save time for families on the west side of the interstate and make life easier for parents.”

Burle said that the daycare would offer extended hours to support working families, and their ownership team is dedicated to the vision that they’ve been developing over the last few years.

To authorize the reapplication, the City Council would have to approve the resolution with a three-fourths majority vote. The council will meet next at their executive session on Thursday, Oct. 2, at 6 p.m. in Council Chambers on Public Square.
