CLARKSVILLE, Tenn. – (CLARKSVILLENOW) Mayor Kim McMillian and the Two Rivers Company (TRC) issued statements on Wednesday giving opposing views of a controversy between the city and TRC.
McMillan said she supports a measure “to change the status of Two Rivers Company, and is not trying to eliminate the organization.”
According to Two Rivers President Charles Foust, the ordinance is “another effort by Mayor Kim McMillan to diminish the authority of TRC.”
The Two Rivers Company was formed to support revitalization of the Clarksville riverfront which includes supporting improvements such as public art, business incentives and the downtown public civic plaza.
A proposed ordinance before the City Council states: “Passage of the ordinance would simply disconnect TRC (Two Rivers Company, Inc.) from the city government and rescind its status as a municipal district management corporation.”
“My fiduciary responsibility is to act in the best interest of the City of Clarksville and its taxpayers, and to make sure all parts of City Government operate according to City and State laws,” McMillan said. “That’s why I support passage of this measure. I want them to continue, but in the proper legal standing.”

According to the City Council Meeting Agenda, first reading of the ordinance will be introduced Thursday, September 7, 2017 Amending the Official Code to repeal the designation of Two Rivers Company as the District Management Corporation.
