Sheriff Mark Gammons previously told News 2 the investigation surrounding Madden had been going on for three months.
Madden is said to be at least four years older than the alleged victim who is from Tennessee and at least 13 years old but younger than 18.
At the time of his extradition, he was jailed in Simpson County, Kentucky, following his November arrest for allegedly threatening the Scottsville Police Department.
Madden is due in court in Tennessee next week.
His father, Timothy Madden, is charged with kidnapping, rape, sodomy and murder for Doolin’s death. The 7-year-old was found dead on Nov. 14 in a small stream of water after she was reported missing at a little league football game.
