CLARKSVILLE, TN (CLARKSVILLE NOW) – The City Council passed a resolution annexing around 22 acres of land north of Hankook Road and east of International Boulevard during Thursday night’s council meeting.

Establishments including a grocery store and pharmacy, an occupational/walk-in health clinic, one full-service restaurant, two fast food restaurants and some additional multi-tenant space are expected to be constructed on the annexed land, according to previous reports.

The acreage has three property owners, including the Industrial Development Board, Newell-Berg Holdings and 3NB. The IDB owns the majority of the land with three properties compiling to make up a total of 19.31 acres. Newell-Berg Holdings owns 2.32 acres where they operate two fast food locations: Taco Johns and Burger King. 3NB owns 1.1 acres and operates a Popeye’s.

During the meeting, Councilperson Deanna McLaughlin said that after speaking to her constituents she cannot vote for an annexation that has a majority property owner who doesn’t contribute to the tax base.

McLaughlin was the lone council member to vote against the resolution, which passed 11-1, with Wanda Allen not present.

Council passes credit and debit card fee

The council also passed an ordinance that allows the Gas and Water Department to charge individuals who use credit and debit cards online.

The fee is set at 3% of the payment amount, with a minimum amount of $1.75 per transaction. The reason Clarksville Gas and Water proposed the ordinance is because the city had to absorb $700,000 in credit and debit card fees last year.

If the ordinance hadn’t been passed, the city was estimated to absorb around $880,000, according to a previous comment by Gas and Water General Manager Mark Riggins.

The ordinance passed 10-2 with Karen Reynolds and Wallace Redd voting no.
