CLARKSVILLE, TN (CLARKSVILLE NOW) – The City Council approved the second reading of 200-acre rezoning case Thursday night, which clears the way for a massive retail development anchored by a major, big-box retailer next to Governor’s Square Mall. The project has been named Freedom Farms, as a way to pay homage to the 101st Airborne Division.

In August, the community was introduced to plans that a major retailer had its eye on the site between the mall and Interstate 24 as part of a “transformative” project. The anchor tenant alone is expected to bring in 800 jobs and $6.5 million in annual sales tax revenue for the city and county to split, according to previous reports.

Background of developer and what’s next

Previously, while introducing the plans to the Regional Planning Commission, Clarksville lawyer Larry Rocconi spoke on behalf of the applicant, Virginia James and the Jason Feltner family, and said the developer is Oldacre McDonald, who has 570 developments in 28 states.

Oldacre McDonald’s website showcased them working with brands such as Costco, ALDI, Target, and Publix.

While there’s been speculation about who that retailer, no one has been able to confirm the company’s identity until the rezoning cleared the council. Now, with the rezone being fully approved, an announcement is expected soon.

The land has been rezoned from two zoning classifications, R-1 and M-3, to three commercial zoning classifications. Here’s how the proposal is broken down:

  • Around 98 acres transitioning to C-3.
  • Around 95 acres transitioning to C-4.
  • Around 7 acres transitioning to C-5.
