CLARKSVILLE, Tenn. (CLARKSVILLENOW) – A former teacher at Rossview High School has been indicted by the Montgomery County Grand Jury on sexual battery charges related to an incident at the school.
Arthur Kenneth Mulkey, 74, was arrested this week and charged with two counts of sexual battery and two counts of sexual battery by an authority figure (forcible fondling). His bond was set at $30,000.
Indictment records say Mulkey had sexual contact with a teenage victim between August 7, 2017 and February 1, 2018 and also sometime between February 2, 2018 and April 17, 2018. The indictments allege Mulkey used his position of authority to make sexual contact with the victim without consent.
Clarksville police received a Department of Children’s Services referral in April regarding the alleged contact between Mulkey and a female teenager under the age of 18. After an investigation, police presented the information to the September 2018 Grand Jury.
Clarksville-Montgomery County School System (CMCSS) spokesperson Elise Shelton said Mulkey was hired in August 2007 and retired in May 2018. He was teaching math at Rossview High in April when the allegations were made.
Shelton said the incident was immediately reported to the Clarksville Police Department, which conducted the investigation. Mulkey was placed on alternative work-site for the remainder of the school year before retiring in May.
“CMCSS puts the security and safety of our students first, and when we learn of concerns, they will always be reported to authorities for investigation,” Shelton said.
