CLARKSVILLE, Tenn. (CLARKSVILLENOW) – The former operator of an in-home daycare in Clarksville has been indicted on three counts of child abuse and neglect/endangerment charges.

According to court documents, 43-year-old Jasmin Fowler was indicted by the December 2017 session of the Montgomery County Grand Jury. The indictments allege that Fowler “unlawfully, intentionally, or knowingly” abused or neglected the children “so as to adversely affect health and welfare.”

The children were under the age of eight years old at the time.

Clarksville Police Department spokesman Jim Knoll said over the course of two years, three children were injured while in the care of Fowler, who operated a daycare at her home. The injuries included a fractured leg and wrist.

“When considered and investigated separately, the injuries sustained by the children and the explanations for the causes such as a leg fracture caused by a child running and tripping and a child with a wrist fracture caused by a fall all seemed plausible on the surface,” Knoll said.

Law enforcement and child services conducted ‘no notice’ visits at the home, which revealed the daycare had too many children under its care, according to regulations.

“The detectives took a look at the injuries in totality and the facts were presented to a grand jury which resulted in indictments,” Knoll said.

No further details about the nature of the endangerment charges have been made available.
